Our client support solutions are based on sub-contracting small, limited companies with a small number of decision making directors, who are however, specialists in their fields. They are designed to provide the best business outcomes for our end clients in a collaborative and innovative approach.
The experience gained by Evan’s Consulting Engineers Limited while outsourcing Evan Vrysoulis as the Company Director to various clients since 2012, has provided a platform for us to develop the appropriate knowledge and skills to setup our sub-contracting branch.
We ensure our supply chain have the required technical, quality, environmental, health & safety and legislative skills to fulfil our clients’ requirements and needs. Hence, the company engages with various small, limited companies and individuals who are our service providers and who form our supply chain. Our supply chain, either assist with our services, and/or are outsourced to other consultants and contractors.

We engage with our clients to understand your project needs and determine the scope of services required to select the appropriate service providers form our pool within our supply chain. We continually assess our approach to ensure that the solution we create and deliver remains relevant to your requirements.
We assist our supply chain in improving their operating, management and finance systems in a robust manner. If the service provider is a director of a limited company, we ensure that the contracts are set within the HMRC requirements to ensure they clearly fall outside the realms of IR35 regulations but also monitor and guarantee that they have all processes in place to fall outside IR35 regulations.
We do not act as an intermediary, which is what recruitment agencies are. All our service provider engagements have detailed contract briefs with clearly defined scopes and terms including length of contract.

The above expertise list is constantly being upgraded, to enable us to fill more gaps in the market and source hard-to-find skills. When a high skill set requested is not fully covered by one of our supply chain or our design services consultancy and/or if the our supply chain available are occupied on other contracts we strive to source available resources through market research. However, we will not fill a requested service, unless we are certain we can provide top range quality, either directly as a consultancy or through our supply chain.

Quality, Safety and Environment ▶
Although, the main selection criteria of our supply-chain is their technical capabilities, where these are limited companies which require assistance in setting up their management, environmental and health and safety systems we engage with them to fill in gaps and ensure that they also achieve, quality, environmental, health and safety and legislative skills. This is undertaken without burdening financially the end clients.
This enables provision of a more holistic service to our clients and also assists our supply chain with running their limited companies more smoothly and within minimum industry anticipated business requirements.
Off-Payroll working (IR35) ▶
HMRC produced a consultation document on the 5th March 2019, which sets out details of the proposed regime for commentary. The following key implications are identified below together with our solution avoids the regulations. Since, there have been multiple updates:

Our solution for outsourced services does not require such decision-making requirement on behalf of our clients as our supply chain is outsourced as Service Providers directly by us.

We engage with external suppliers like QDOS and others legal advisors, who undertake the IR35 assessments for us.

Our contracts are developed by our solicitors, such that they always fall outside IR35 regulations. Our contracts impose to our supply chain requirements to operate in ways that enable this to happen. If the service provider is a limited company director who when assessed fails to meet these requirements, then unless they are willing to provide services as temporary employees of ours we remove them from our supply chain.

Our solution is not based on recruitment and we do not act as an employment agency. Our solution is based on an ever expanding pool of limited companies which form part of our supply chain. We work with our clients to understand your project needs and determine the scope of services required to select the appropriate sub-contracting limited company from our approved supplier pool of associated limited companies.

Supply Chain
From April 2020, the IR35 ‘off payroll’ rules already applicable to the public sector will be extended to the private sector. This will directly affect a large number of contractors. Many large scale private corporations have already started requesting from their contractors, employed as limited companies most times via an intermediary (like an employment agency), to sign new contracts with them, deemed inside IR35.
Our solution is simple and effective and it bypasses IR35 regulations, so experienced and hardworking directors, of small limited companies can carry on providing their services to the industry, without having to worry about the status of their IR35 assessment.
